1. SENIOR PROJECT MANAGER
Minimum/General Experience: At
least fifteen (15) years of experience in informational
technology including five (5) years managing informationtechnology
contract performance. Project Manager is capable
in managing projects similar in scope and complexity
to the project requirements. He/ She has demonstrated
leadership and management skills rational with
experience.
Functional Responsibility: Responsible for
analyzing, coordinating, recruiting and organizing
of projects. Plans, directs and manages the work activities
ofcontracted personnel at customer sites or the activities
supporting a uniquecustomer contract. The project manager
works across the business, Software Engineer, Systems
Engineer and Test Technician to ensure the delivery
of highquality software application. He /She is also
responsible for keeping time andbudget commitments.
Provides technical consulting on complex projects and
provides detailed guidance and direction to project
staff.
Minimum Education: Master degree or equivalent.

3. ASSISTANT PROJECT MANAGER
Minimum/General Experience:
Ten(10) years of experience in informationtechnology
of which at lest 3 years managing information technology
contractperformance. He /She works under the project
manager to accomplish the project as specified within
the task order.
Functional Responsibility: The Assistant
Project Manager helps control, directand organizes
activities of a project. He / She provides technical
andadministrative direction to the staff. He/ She
inspect each task and regularly briefs Project Manager
and to clients. Evaluates staff performance and reviews
workproducts on daily basis.
Minimum Education: Bachelor’s
degree or equivalent.
4. PROGRAM ARCHITECT
Minimum/General Experience:
Ten (10) years experience in system development including
five (5) years experience in system design with three
(3)years experience in design of system architectures.
Functional Responsibility: Analyzes and assesses
functional requirements andSystem specifications and
translates them into a comprehensive systemarchitecture.
Identifies potential problem areas that threaten system
performance and recommends practical solutions to eliminate
these. He/she adjusts thearchitecture as necessary
to meet changing program needs. He/She supervises thearchitecture
team. Chairs or facilitates meetings and panels to
review the system under development, prepares briefings
and technical reports for the projectmanager and
communicates about technical issues with non-technical
customers.
Minimum Education: Bachelor’s degree
or equivalent.
5. SENIOR SOFTWARE ENGINEER
Minimum/General Experience:
At least ten (10) years experience in complex software
system design, development and management. The Senior
Software Engineer participates in the entire software
development process, and is assigned tasks according
to their level of experience.
Functional Responsibility: Provides functional and practical analysis related
to thedesign, development and implementation of software.
Performs softwareprogramming of the most complex
nature, or has special skills.
Minimum Education: Bachelor’s
degree or equivalent.
6. SOFTWARE ENGINEER I
Minimum/General Experience:
At least five (5) years experience in complex software
system design, development and management. The Software
Engineer I participates in the entire software development
process, and is assigned tasks according to their
level of experience.
Functional Responsibility: Provides
functional and practical analysis related to thedesign,
development and implementation of software. Performs
softwareprogramming of a complex nature, or has special
skills
Minimum Education: Bachelor’s degree or
equivalent.
8. SOFTWARE ENGINEER III
Minimum/General Experience:
At least one (1) year experience in software system
design, development and management. The Software
Engineer III participates in the entire software development
process, and is assigned tasks according to their
level of experience.
Functional Responsibility: Provides
functional and practical analysis related to thedesign,
development and implementation of software. Performs
softwareprogramming.
Minimum Education: Bachelor’s
degree or equivalent.
9. SENIOR NETWORK ENGINEER
Minimum/General Experience:
Minimum of seven (7) years experienceproviding technical
and administrative leadership in the integration
and test ofcomplex large-scale computer integrated
networks.
Functional Responsibilities: Prepares and
documents plans that recommend acourse of action to
be taken that will satisfy short-term and long-term
networkingrequirements. Provides network designs, oversees
procurements, develops schedules and supervises the
activities and personnel relative to all networkingactivities.
Plans, designs, installs, configures, tests and maintains
LAN/WANequipment and related services. Identifies,
diagnoses, isolates and rectifies all related problems
across local area, wide area and distributed networkenvironments.
Maintains comprehensive documentation for all implementednetwork
and data communications systems/equipment using automated
drawing and database tools. Conducts planned and
ad hoc studies relative to networkingand data communications
planning, design, implementation, maintenance andoperation.
Minimum Education: Bachelor’s degree or equivalent.
10. NETWORK ENGINEER I
Minimum/General Experience:
Three (3) years of professional experience whichapplies
to analysis and design capability in networking to
include LAN,WAN,client-server architectures, and
World-wide Web Technologies.
Functional Responsibilities: The Network Engineer I is responsible fordesign, development,
testing, installing, implementation and maintenance
ofComputer Networks. He /She also provides communications
and electronics technical support to the clients.
Network Engineer I operates computer networks,identifies
and solves the problems, and handles recovery, additions
andmodifications of workstations and servers. Monitors
worldwide information and telecommunication system technology
advances to assist in the determination ofsystem requirements
to meet clients’ requirements.
Minimum Education:
Bachelor’s degree or equivalent.
11. NETWORK ENGINEER II
Minimum/General experience: Two (2) years of professional experience which applies
to analysis and design capability in networking to
include LAN,WAN,client-server architectures, and
World-wide Web Technologies.
Functional Responsibilities: The Telecommunication Engineer is responsible fortesting,
installing, implementation and maintenance of Computer
Networks.He/She also provides communications and
electronics technical support to the clients. Network
Engineer II operates computer networks, identifies
and solvesthe problems, and handles recovery, additions
and modifications of workstationsand servers.
Minimum
Education: Bachelor’s
degree or equivalent.
12. TEST TECHNICIAN
Minimum/General Experience: Minimum
of two (2) years of software testingexperience. Common
understanding of the Software Development Lifecycle.
Functional Responsibility: Reports to and receives
guidance and assignment froma Project Manger. Defines,
performs and interprets the development tests.
Minimum
Education: Bachelor’s degree or equivalent.
13. DOCUMENTATION TECHNICIAN
Minimum/General Experience:
Three to five (3-5) years of experience in related
field or in area. Familiar with a variety of field’s
concepts, practices andprocedures. Relies on experience
and judgment to plan and accomplish goals.Performs
a variety of complicated tasks.
Functional Responsibility: Responsible
for documentation including directing thework of
others in the accomplishment of assigned documentation
work. Collectsand analyzes technical literature available.
Organizes material and writes descriptive copy according
to established standards regarding order, clarity,conciseness,
style, and terminology. May select photographs, drawings,
sketches,diagrams, and charts to illustrate material.
Uses automated tools, including computer terminal
and word processing or desktop publishing software
inperforming assigned duties. May coordinate the
production and distribution of material.
